- They were driven out of their homes by the Molten Alliance of dredge and Flame Legion. I'd hoped their lives would improve once they resettled here, but their challenges continue.
- Aren't they better off now, with housing and jobs?

- Many settlers felt coerced into signing Consortium contracts, because what other option did they have? Now they feel their labor is being exploited, and the wildlife is attacking their settlements.
- Have you spoken with Subdirector Noll about this?
- I did, but sympathy is not his strong suit. He sees things in very stark terms—black vs. white, profit vs. loss—and people don't usually figure in to his calculations.
- I expect a villain like Canach to create violence, but I'm disappointed that he had help from the settlers.
- I've met Canach. He only ever looks out for himself.
- What do you know about Canach?
- He provoked the ancient karka that attacked Lion's Arch a while back. The Lionguard handled the karka and arrested Canach, but he promptly escaped. Now he's riling things up again.
- Why would he return here and do that?
- Who knows? He barely shared his plan with the settler who backed his attacks on the Consortium. He's really got it in for Subdirector Noll, though.
- So this is all over some grudge?
- That's how I see it. He never sets out to hurt people, but innocents seem to suffer wherever he goes.
- Let's hope Kiel catches him and he stays caught this time.
- The Lionguard's reputation is kind of spotty in the city itself, but Inspector Kiel has been nothing but good for Southsun Cove.
