The bandits and the Inquest in the area have enjoyed a tacit agreement to live and let live thus far. That is about to change. A negotiation between the two groups recently established terms whereby the bandits will provide the Inquest with captives for their experiments, and in return the Inquest will provide weapons and technology that until now the Inquest have kept for themselves.
