As I've pieced together snippets of conversation, it seems the relationship between Eparch, Heitor, and Ignaxious is rather complex.
My understanding is that Heitor is a "cousin" of Peitha and a former mate of Cerus. Eparch (who is nepotistic to a fault, it seems) put Heitor in charge of the fortress here in outer Nayos. It's unclear whether he doesn't fully trust her or if he just believes her to be unreliable, but Ramses seems to suggest that Heitor's lieutenant, Ignaxious, is stationed at the fortress as much to keep an eye on Heitor as to defend the gate.
Ignaxious is ambitious and dedicated to Eparch, and he seems to be willing to take on any task that will put him in Eparch's favor.
