Shinota Shore was named for the tengu priestess who blocked the Ministry of Purity from entering Jaya Bluffs, allowing countless tengu and other refugees to flee to the west. Her memory lives in the waves. This plaque was placed by the Ministry of Archives to improve education efforts following the collapse of the Ministry of Purity.
